President William Ruto signed four new bills into law at State House in Nairobi on Tuesday, September 8, 2026. The legislation includes measures to strengthen public finance management, streamline air passenger charges, establish a population planning framework, and modernize trust law.

The Public Finance Management Amendment Bill, 2025, introduces changes to improve transparency and accountability in government spending. The aviation-related bill aims to simplify the process for air passenger charges, making it more efficient for both airlines and travelers.

A new population planning framework will provide a statutory basis for managing Kenya’s demographic growth, addressing challenges related to resource allocation and service delivery. The trust law modernization seeks to update legal provisions to better protect individuals’ assets and rights.

These bills reflect the government’s ongoing efforts to reform key sectors and improve governance. The laws will come into effect after formal approval by the National Assembly.
