The Communications Authority of Kenya has directed mobile operators to deliver government-authorized emergency SMS alerts to all active subscribers, regardless of Do Not Disturb (DND) settings or prior opt-outs. The order comes ahead of a national Early Warning System simulation on October 2.

The directive requires Safaricom, Airtel, and other telcos to ensure that emergency messages reach all users, even those who have opted out of promotional content. The move aims to improve public safety by ensuring critical alerts are not missed. The simulation will test the effectiveness of the emergency communication system across the country.

This follows growing concerns about the reliability of emergency alerts in Kenya. In 2023, a failed alert during a flood emergency led to criticism of the system. The Communications Authority has since worked with telcos to enhance the infrastructure. The new policy marks a significant step toward ensuring that all citizens receive vital information during crises. The national simulation will provide data to further refine the system.
