Uganda's President Yoweri Museveni has named Kenyan Senator Jirongo as the individual who alerted him to irregularities involving middlemen in the country's government-to-government (G-to-G) fuel procurement deal. In a statement shared on his X account on September 20, 2026, Museveni acknowledged that Jirongo informed him about the involvement of intermediaries in the procurement of petroleum products.
Museveni stated that despite initial concerns, Uganda eventually changed its fuel procurement model in 2023 by partnering with Vitol, a global petroleum company that supplies fuel in bulk. He also praised Kenyan President William Ruto for securing a new arrangement and acquiring a 20.15% stake in Uganda's pipeline infrastructure.
The revelations come as part of Museveni's broader clarification on G-to-G deals, emphasizing transparency and accountability in international agreements. Jirongo, a former senator, had previously raised concerns about the role of middlemen in the procurement process, which led to the restructuring of the deal.
