Ethiopia has restricted public access to the initial public offering (IPO) of Dangote Petroleum and Petrochemicals, allowing only qualified investors to participate. The Ethiopian Capital Market Authority (ECMA) issued the restriction in a public notice dated October 13, 2026. The decision bars the general public from purchasing shares in the offering through the country’s financial market.

The IPO, which aims to raise capital for the Dangote refinery project, has drawn interest from both local and international investors. However, the ECMA’s move to limit participation reflects concerns over market stability and regulatory compliance. The restriction applies to all retail investors, while institutional and accredited investors remain eligible.

The Dangote refinery, one of the largest in Africa, is a key component of Nigeria’s economic development strategy. Ethiopia’s involvement in the IPO highlights growing regional economic integration. The ECMA’s decision comes amid ongoing efforts to strengthen financial regulations and ensure transparency in capital market activities.

The restriction has raised questions about the accessibility of major investment opportunities for the general public. While the ECMA has not provided further details on the rationale behind the decision, it emphasized the need for a controlled and regulated market environment. The IPO remains open to qualified investors, with the expectation that it will contribute to the development of Ethiopia’s financial sector.
